"Admitted" basically means "licensed, registered, and permitted to sell policies" when ever it is that we are speaking about the insurance industry.
Almost every single insurance policy that there is, have admitted policies. This basically means that companies are licensed, as well as registered in places in which policies are sold.
A simple example of this would be if one were to buy car insurance for a car in Mexico, one would simply have to buy it from a car insurer in Mexico.
